That's singer Katy Perry wearing a Jean-Charles de Castelbajac. Pronunciation problems aside, the label is by a Moroccan designer who goes by the same name; JC/DC in short (Thank God for small favours!). This is not the first time Katy is wearing this designer. Back in 2008, Katy wore a rather funky creation by the label at the MTV awards in Europe. Eccentric Lady Gaga has worn the designer too.
